The Layoffs Are Real. The Explanation Is Wrong.

Mass layoffs are real. But the idea that AI is directly replacing human workers obscures a deeper organizational failure. This Insight argues that what is actually collapsing inside many organizations is decision ownership: the clear assignment of who is responsible for judgment, authority, and consequences. AI has not displaced these roles. It has revealed how poorly they were designed in the first place.

Why the "AI replacement" narrative obscures what is actually breaking inside organizations


There is a story circulating in business media that goes roughly like this: artificial intelligence is eliminating jobs at an accelerating pace, companies are replacing human workers with automated systems, and a wave of technological unemployment is either imminent or already underway. The story is told with charts showing headcount reductions at major firms, quotes from executives referencing "efficiency gains," and a general tone of anxious inevitability.

The story is compelling. It is also, in its causal logic, largely wrong.

This does not mean the layoffs are fabricated. People are losing their jobs. Hiring freezes are real. Entire departments are being restructured or dissolved. These are observable facts, and they deserve serious attention. But the dominant explanation—that AI is directly replacing human labor at scale—does not hold up under scrutiny. What is actually collapsing inside these organizations is something more fundamental and far less photogenic than a robot taking someone's desk.

What is collapsing is the willingness and ability of organizations to assign clear ownership over decisions.


The appeal of the AI-replacement narrative is easy to understand. It offers a clean causal chain: a new technology arrives, it performs tasks that humans used to perform, and therefore humans are no longer needed. This is the logic of the assembly line, updated for the knowledge economy. It maps neatly onto historical precedent—looms displacing weavers, tractors displacing farmhands—and it provides both journalists and executives with a tidy explanation for messy organizational changes.

But the analogy breaks down almost immediately when examined closely. A loom produces cloth. A tractor plows a field. These are discrete, measurable outputs that were previously produced by human physical labor. The tasks now being attributed to AI in corporate settings—writing summaries, generating reports, drafting communications, synthesizing data—are not the core functions that most displaced workers were performing. A middle manager who loses their position during a "restructuring driven by AI efficiencies" was not, in most cases, spending their days doing work that a language model can now do. They were making judgments, escalating issues, coordinating across teams, and maintaining institutional knowledge. These activities are not easily automated, and in many cases, they have not been automated at all.

What has happened instead is that the existence of AI has given organizations a socially acceptable reason to eliminate roles whose value was already poorly understood.


Consider the pattern that has emerged at several large technology firms over the past two years. A company announces significant layoffs. In the accompanying press release or earnings call, leadership references AI as part of a broader strategic realignment. Media coverage connects these two data points and produces a headline: "Company X cuts thousands of jobs as AI reshapes workforce." The implication is direct causation.

But look more carefully at which roles are eliminated. They are overwhelmingly in middle management, internal operations, program coordination, and cross-functional oversight. These are not roles where AI has demonstrated the capacity to replace human judgment. They are roles where the organization has struggled to articulate what, exactly, the judgment was for.

This distinction matters enormously. When a company eliminates a layer of program managers, it is not because an AI system has learned to manage programs. It is because the organization has decided—or more precisely, has failed to decide—what those program managers were supposed to be deciding. The AI narrative provides cover for a pre-existing condition: the erosion of clear decision ownership across the organization.


To understand this erosion, it helps to look at how decision-making authority has evolved in large organizations over the past two decades.

In a well-functioning organization, every significant decision has an identifiable owner. Someone is responsible not merely for executing a process but for exercising judgment about what the right course of action is in a given situation. This person has the authority to act, the information needed to act well, and the accountability for the consequences of their action.

Over time, many organizations have diffused this structure. Decisions that once belonged to identifiable individuals have been distributed across committees, approval chains, and consensus-driven processes. The intent was often reasonable—to reduce risk, increase inclusivity, or ensure compliance. But the cumulative effect has been to create large zones within organizations where no single person can say with confidence: "This is my decision, and I am responsible for the outcome."

These zones are not empty. They are filled with people whose job descriptions involve words like "alignment," "coordination," "stakeholder management," and "cross-functional collaboration." These people work hard. They attend meetings, produce documents, and keep processes moving. But in many cases, they do not own decisions. They facilitate a process that is supposed to produce decisions, without any clear designation of who actually makes the final call and bears the consequences.

This arrangement is fragile. It depends on institutional momentum, shared norms, and the tacit understanding that everyone in the chain will continue to play their role. When an external shock arrives—a recession, a strategic pivot, or the arrival of a technology that promises to automate "routine cognitive work"—these roles are the first to be questioned. Not because they are unnecessary, but because the organization has never been precise about what, specifically, they are necessary for.


AI enters this environment not as a replacement for human workers but as a catalyst for a pre-existing crisis of decision ownership. This distinction matters, because mistaking a governance failure for a technological one leads organizations to invest in the wrong solutions.

The mechanism works as follows. An organization adopts AI tools for various operational tasks—generating drafts, summarizing documents, analyzing data sets, producing initial recommendations. These tools perform well at producing outputs that look like the outputs that certain employees used to produce. A report is generated. A summary is written. A set of options is presented.

But there is a critical difference between producing an output and owning a decision. The AI system generates a recommendation, but it does not decide. It cannot bear responsibility for the consequences of acting on its recommendation. It has no stake in the outcome. It does not resign if the recommendation proves catastrophic, nor does it learn from organizational context in the way a seasoned professional does.

In organizations with clear decision ownership, this limitation is manageable. The AI produces a draft; the decision owner reviews it, applies judgment, and takes responsibility for the final action. The tool accelerates the process without displacing the locus of accountability.

But in organizations where decision ownership was already unclear, the AI output creates a new problem. The generated recommendation looks authoritative. It is well-formatted, data-rich, and comprehensive. It arrives quickly. And no one in the approval chain has a clear mandate to say: "I have reviewed this, I disagree with the machine's output, and I am making a different decision based on my judgment." The organizational muscle for this kind of assertion has atrophied. What remains is a process in which AI-generated outputs flow through layers of reviewers, none of whom feel fully empowered to override, and all of whom feel increasingly uncertain about what value they are adding.

This is not technological displacement. It is organizational paralysis, accelerated by the availability of a tool that produces competent-looking outputs without any corresponding structure for deciding what to do with them.


The consequences of this paralysis are significant and poorly understood.

First, organizations lose the capacity to make difficult judgment calls. Judgment, by definition, involves situations where the right answer is not obvious and where reasonable people might disagree. These situations require someone to weigh competing considerations, accept uncertainty, and commit to a course of action. When no one clearly owns this responsibility, the organization defaults to whatever the process produces—which increasingly means whatever the AI system suggests, lightly edited by people who are not sure they have the authority to substantially change it.

Second, accountability becomes impossible to locate. When a decision goes wrong, the investigation reveals a chain of approvals, reviews, and sign-offs, but no single point where a human being exercised genuine judgment. The AI tool generated the initial analysis. A coordinator assembled it into a presentation. A committee reviewed it without objection. A senior leader approved it on the basis that it had been "thoroughly vetted." But no one decided. The outcome was produced by a process, not by a person exercising responsibility.

Third, the people who do exercise genuine judgment become increasingly isolated and exhausted. In every organization undergoing this kind of drift, there are individuals who continue to make real decisions, push back on flawed recommendations, and take personal responsibility for outcomes. These people are often the informal backbone of the organization—the ones others turn to when something actually needs to get done. But they operate without formal recognition of this role, and the organizational structure around them is optimized for process compliance rather than judgment. Over time, they burn out, leave, or stop pushing back.


What makes the current moment particularly disorienting is that the AI narrative provides a convenient displacement for all of these dynamics. An organization that eliminates roles because it cannot articulate what decisions those roles are supposed to own can describe the change as "AI-driven efficiency." An executive who cannot explain the decision-making structure of their own division can point to "digital transformation" as the reason for restructuring. A board that has allowed accountability to diffuse across the organization can present layoffs as a forward-looking response to technological change.

None of this requires any actual AI replacement to have occurred. It requires only that AI exists as a plausible explanation—a narrative technology, if you will, that is almost as useful as the computational technology it describes.

This is not to suggest cynicism or deliberate deception on the part of organizational leaders. Most executives genuinely believe that AI is transforming their industries, and they are not wrong in a broad sense. But the specific claim that AI is replacing the workers being laid off is, in most cases, a misattribution. The workers are being laid off because the organization has lost clarity about what decisions need to be made, by whom, and with what authority. AI did not cause this loss of clarity. It revealed it.


There is a further dimension to this problem that deserves attention. When organizations attribute workforce reductions to AI, they implicitly adopt a framing in which the solution is technological: better AI, more AI, smarter implementation. This framing directs investment, attention, and organizational energy toward tools and platforms, and away from the structural question that actually determines whether the organization functions well.

That question is not "What can AI do?" It is "Who decides, and how?"

An organization that answers this question clearly can adopt AI tools productively. It can use them to accelerate analysis, expand the range of options considered, and reduce the time spent on routine preparation. But the value of these tools depends entirely on the existence of a clear structure for receiving their outputs, evaluating them with human judgment, and taking responsibility for the resulting actions.

An organization that does not answer this question will find that AI tools amplify its dysfunction. More outputs will be generated, faster, with greater apparent sophistication—and no one will be clearly responsible for acting on them. The organization will move faster in producing recommendations and slower in making actual decisions. It will appear more efficient while becoming less effective.


The pattern described here is not unique to technology companies or to the current moment. It is a recurring feature of organizational life that decision ownership degrades over time in the absence of deliberate maintenance. Layers of management accumulate. Approval processes expand. Accountability disperses. The organization becomes a machine for producing process outputs—reports, reviews, sign-offs—without a corresponding machine for producing judgments.

What is new is that AI has provided both an accelerant and an alibi for this degradation. It accelerates the process by flooding the organization with competent-looking outputs that obscure the absence of genuine judgment. And it provides an alibi by allowing the consequences of that absence—the layoffs, the paralysis, the erosion of institutional knowledge—to be attributed to technological progress rather than organizational failure.

The distinction between these two explanations is not academic. If AI is replacing human labor, the appropriate responses are retraining programs, transition support, and policy interventions aimed at managing technological unemployment. These are important responses to a real problem, but they are responses to the wrong problem if the actual issue is decision ownership.

If the actual issue is decision ownership—and the evidence increasingly suggests that it is—then the appropriate responses are different. They involve examining how decisions are structured within organizations, identifying where ownership has become unclear or absent, and restoring the conditions under which individuals can exercise judgment and bear meaningful responsibility for outcomes.

This is not a technology problem. It is not a labor market problem. It is a problem of organizational design, specifically the design of how judgment is distributed, authorized, and held accountable within institutions. Until this problem is addressed directly, no amount of AI investment will resolve the dysfunction. And no amount of AI-attributed layoffs will make organizations function better.

The jobs are disappearing. But they are not being taken by machines. They are being lost in the space between a recommendation and a decision—the space where someone is supposed to stand, weigh the evidence, exercise judgment, and say: "I have decided, and I accept responsibility for what follows."

That space is empty in too many organizations. Filling it is not an AI challenge. It is a design challenge, and it concerns the most fundamental question any organization must answer: who is responsible for what. At its core, this is a failure to design where judgment lives inside the organization.
